
Europe’s Largest Floating Solar Park Inaugurated in Perthes (Haute-Marne)
A unique 127 hectares wide floating solar park, built on former gravel pits has just been inaugurated in Perthes (Haute-Marne), making it the biggest installation of its type in Europe.
Revitalizing an Unused Site into A Carbon-Free Energy Producing Plant
This new installation has been built on 6 unused basins from the former gravel pits “Blandin”. It is made of 135,000 photovoltaic modules installed on state-of-the-art floating platforms developed in France by the company Terre & Ciel. The installation will generate enough renewable electricity to supply 37,000 people around the agglomeration of Saint Dizier every year.

A strong collaboration between several European companies and public institutions
Inaugurated on June 20, 2025, the solar park is the result of a collaboration between several European companies:
- Q Energy, a subsidiary of the European holding company Q Energy Solutions based in Berlin, Germany, which initiated the project “Îlots Blandin”
- The French subsidiary of the Belgian company, PerPetum Energy, which optimized the design of the floating plant and delivered the complete electrical infrastructure on site
- The French compagny Terre & Ciel, which developped the state-of-the-art floating platforms for the photovoltaic modules
- Solution30, which coordinated the consortium and was in charge of cabling, grid connection, and overall commissioning
The funds for the construction of the plant were secured in September 2024 through Crédit Agricole Transitions and BPIfrance. Few months later, Velto Renewables, a Spanish company producing carbon-free and renewable electricity, received support from the Canadian institutional investor “La Caisse” to acquire a 50% stake in the project and will be the long-term owner of the asset.
“Our long-standing relationships with local officials, government agencies, and economic stakeholders have been key to the success of this project,” said Corentin Sivy, Development Director and Deputy Managing Director of Q ENERGY France.
Eastern France at the Forefront of Renewable Energy
Eastern France has been supporting many projects directly related to renewable energies in the last years and has become:
- the 1st region in Northern France for Energy production coming from solar energy, with 1 382 GWh produced in 2025.
- The 2nd region in France for Renewable Energy Production in France in 2024 , with 21 089.7 GWh produced in 2024, representing 15% of the overall renewable Energy production in France in 2024
With this new installation, Eastern France, by repurposing unused industrial sites into sustainable projects, carries on transforming its economy to make it more sustainable and carbon-free.
